Jouw functie Jeugdzorg is elke week in het nieuws. Opinies over het al dan niet geslaagd zijn van de decentralisaties, budgettaire problematiek en de (on)houdbaarheid van de jeugdzorg en haar kosten, wachtlijsten en veel aandacht voor goede zorg aan kwetsbare jongeren zorgen voor blijvende aandacht. Samen met je collega’s werk je aan Jeugdzorg die zo goed mogelijk aansluit bij de behoeften van de jeugd in de regio Rotterdam Rijnmond.
Als contractmanager ben je samen met andere collega’s verantwoordelijk voor de ondersteuning bij een aantal jeugdhulpcontracten en grote subsidies. Wat je hoofdtaak is in deze rol als contractmanager is het op orde brengen van de maatwerkmaatcontracten en zorgen voor een nieuwe werkwijze en procedure. Dit bestaat uit meerdere deelopdrachten:

1. Het wegwerken van achterstanden in de huidige maatwerk aanvragen.
2. Het analyseren van de oorzaken van de toename in aanvragen.
3. Het maken van een voorstel voor de lopende overeenkomsten zonder einddatum.
4. Het ondersteunen van de contractmanager maatwerk in de breedste zin van deze opdracht.
5. Het mede vormgeven aan de digitale aanvraag mogelijkheden voor maatwerk.
6. Het zorgen voor een goede informatievoorziening voor alle betrokkenen over het nieuwe aanvraagproces (nee, tenzij).

Jouw positie is in een dynamisch veld tussen zorgaanbieders, gemeenten (wijkteams) en tussen uitvoering en beleid. Wat doe je daarnaast op een gemiddelde dag: - Je plant activiteiten waarbij jij de voorbereiding voor de andere contractmanagers doet.
- Je verzamelt, verwerkt en archiveert gegevens die van belang zijn voor goed contractmanagement- en beheer.
- Je draagt je steentje bij aan verslaglegging van overleg, je plant en bewaakt rapportages.
- Verder zorg je voor een goed beheerproces van facturatie en dossiervorming.
- Daarnaast ondersteun je de contractmanagers in hun contacten met de zorgaanbieders.
- Je pakt signalen van cliënten en collega’s op over zorgaanbieders.

Jouw profielJe werkt nauwkeurig en houdt ook in complexe dossiers overzicht op details en cijfers. Je bent in staat om prioriteiten te stellen, voortgang te bewaken en afspraken om te zetten in concrete resultaten. In contacten met contractpartners en collega's communiceer je helder, schakel je gemakkelijk tussen verschillende belangen en durf je positie in te nemen wanneer de situatie daarom vraagt. Ook onder tijdsdruk blijf je zorgvuldig en houd je focus op de kwaliteit van je werk. Je signaleert knelpunten tijdig en neemt initiatief om tot werkbare oplossingen te komen. Je bent datavaardig en kunt gegevens uit diverse bronnen analyseren en interpreteren. Daarnaast ben je een echte teamspeler die rekening houdt met het team en het gezamenlijke resultaat vooropstelt.

Functie Eisen

Eisen:

• Je hebt minimaal een afgeronde hbo-opleiding
• Je hebt minimaal 1 jaar werkervaring als contractbeheerder, contractmanager of beleidsmedewerkers bij een gemeente, jeugdhulpregio, of zorgaanbieder
• Je hebt werkervaring met het opstellen van maatwerkovereenkomsten in de jeugdzorg, opgedaan in de afgelopen 5 jaar. Benoem dit op je CV bij de relevante werkervaring

Wensen:

• Je hebt minimaal een afgeronde hbo-opleiding in de richting van bestuurskunde of vergelijkbaar
• Je hebt minimaal 1 jaar werkervaring bij een gemeente met meer dan 250.000 inwoners
• Je hebt minimaal 1 jaar werkervaring met het opstellen van rapportages en bestuurlijke stukken

Working conditions: This job role offers a balanced split between operational (run) and project (build) work, with a distribution of 75% operational and 25% project-related tasks. To minimize the impact on business operations, some changes may be scheduled outside of regular business hours.
