Kwartiermaker Product Owner - cluster BCO
Jouw functie Deze tijdelijke kwartiermakersopdracht binnen Financial Reporting richt zich op het structureel inrichten van de Product Owner-rol voor het EPM-domein en het versterken van de Scrum- en governance-structuur. De kwartiermaker vervult tijdelijk de PO-rol om continuïteit te borgen en richt parallel het beheerteam binnen FR Centraal in. Daarbij zorgt hij/zij dat key user-rollen binnen Financial Reporting worden ingevuld en dat de FR Centraal supportdesk wordt ingericht en gestroomlijnd als spil tussen eindgebruikers, Servicedesk Financiën, het FR Centraal beheerteam en functioneel beheerders.Binnen deze functie ben je werkzaam op een overkoepelend niveau in de financiële keten. Maar je rol gaat echter verder dan dat. Je werkt vanuit een breed gezichtsveld voor het financiële werkveld van de gemeente Rotterdam. Het centrale team binnen Financial Reporting heeft verschillende taken, waaronder het voeren van regie op de totstandkoming P&C-producten en het uitvoeren van verschillende cijferanalyses op concernniveau. Wat jij gaat doen:

• Je vervult tijdelijk de rol van Product Owner voor het EPM‐domein binnen Financial Reporting.
• Je richt de Product Owner‐rol structureel in, inclusief governance, werkwijze en overdraagbaarheid
• Je zet het FR Centraal beheerteam neer en positioneert dit helder in de organisatie
• Je zorgt voor de invulling en borging van key user‐rollen binnen Financial Reporting
• Je richt de FR Centraal supportdesk in als centrale schakel tussen eindgebruikers, Servicedesk Financiën, beheer en functioneel beheer
• Je analyseert de bestaande werkwijze en realiseert duurzame verbeteringen in structuur, samenwerking en governance‐compliance

Jouw profielJe bent een ervaren en zelfstandige professional die zich graag bezighoudt met het opzetten, structureren en verduurzamen van rollen, processen en samenwerkingsvormen. Jij beweegt je gemakkelijk in een complexe (bestuurlijke) organisatie en weet richting en rust aan te brengen in een omgeving waarin governance, agile werken en inhoudelijke financiën samenkomen.Je combineert hands-on Product Owner-schap met een kwartiermakersmentaliteit: je zorgt voor continuïteit in het hier‐en‐nu, terwijl je tegelijkertijd bouwt aan een toekomstbestendige inrichting die overdraagbaar is aan de lijnorganisatie.

Functie Eisen

Eisen:

• Je hebt een afgeronde HBO-opleiding op het gebied van Bedrijfseconomie, Controlling of Informatie Management
• Je hebt een afgeronde opleiding Product Owner (PSPO-I)
• Je hebt werkervaring in stakeholdermanagement
• Je hebt werkervaring in opzetten van een beheerorganisatie, het gestructureerd inrichten van de rollen, processen en verantwoordelijkheden om de beheeractiviteiten effectief, efficiënt en consistent uit te voeren
• Je hebt minimaal drie jaar werkervaring met implementaties van ERP systemen en afstemming met Scrumteams
• Je hebt minimaal drie jaar werkervaring opgedaan in een overheidsorganisatie
• Je hebt kennis van en werkervaring met financiële processen en budgetten
• Je beheerst de Nederlandse taal in woord en schrift

Wensen:

• Je hebt minimaal één jaar kennis en werkervaring met de ERP/Oracle-systemen (Cloud/Saas)
• Je hebt minimaal drie jaar werkervaring met het aansturen van Scrumteams
• Je hebt minimaal één jaar werkervaring met het Purchase tot Pay proces
• Je hebt minimaal één jaar werkervaring met het opstellen van van requirements van diverse stakeholder
• Je hebt minimaal één jaar werkervaring met het opstellen van analyses en adviezen ten behoeve van interne stuurinformatie
• Je hebt minimaal drie jaar werkervaring met stakeholder management, rapportage en advisering

Working conditions: This job role offers a balanced split between operational (run) and project (build) work, with a distribution of 75% operational and 25% project-related tasks. To minimize the impact on business operations, some changes may be scheduled outside of regular business hours.
