De gemeente Utrecht werkt binnen het programma Versterken Common Ground aan de
modernisering van haar dienstverlening, bedrijfsvoering en informatievoorziening. Common Ground
vormt hierbij de informatiekundige visie die lokale overheden ondersteunt bij het opbouwen van
een toekomstbestendig ecosysteem van generieke en taakspecifieke componenten in een
microservicesarchitectuur. Dit wordt het Platform Dienstverlening genoemd. Dit platform wordt
gedeployed op een Haven+ Kubernetes infrastructuur .

Utrecht zoekt een ervaren Technisch Business Engineer voor het Common Ground Platform. Je hebt
aantoonbare ervaring binnen de Common Ground domeinen en de microservicesarchitectuur die
veel gemeenten hanteren. Je slaat de brug tussen businessbehoeften en technische realisatie,
communiceert helder, denkt actief mee met teams en werkt hands-on. Je richt je op het realiseren
en beheren van oplossingen op het platform, niet op de core-infrastructuur.

De opdracht
Als Technisch-Business Engineer draag je direct bij aan de doelstellingen van het programma
Versterken Common Ground. Je ondersteunt teams binnen de gemeente Utrecht bij het
ontwikkelen, onboarden en beheren van diensten op het Common Ground Platform. Dankzij jouw
inzet functioneren workloads consistent en betrouwbaar, en help je de organisatie stappen te zetten
richting moderne, efficiënte en beter vindbare dienstverlening voor inwoners.
Doelstelling van de functie
- Zorgen voor een betrouwbare, consistente en kwalitatieve inrichting van workloads op het
platform.
- Vertalen van business‐ en informatiebehoeften naar passende technische oplossingen.
- Beheren en optimaliseren van Helm‐values, YAML‐manifests en deployment‐patronen.
- Bijdragen aan de doorontwikkeling van platform‐gebaseerde oplossingen en herbruikbare
componenten.

- Uitvoeren van testen, monitoring en loganalyse ter borging van de werking van workloads.
- Fungeren als verbindende schakel tussen businessvraagstukken en technische
implementatie.
Verantwoordelijkheden
- Ontwerpen, configureren en beheren van platformoplossingen, inclusief Helm‐values,
YAML‐configuraties en deployment‐patronen.
- Uitvoeren van configuratie‐ en integratiewerk binnen Common Ground‐componenten voor
optimale werking van applicaties en diensten.
- Inrichten en verbeteren van proces‐ en ketenondersteuning binnen de Common
Ground‐architectuur voor consistente deployments.
- Documenteren van ontwerpen, configuraties en best practices voor duidelijkheid en
herhaalbaarheid.
- Analyseren en oplossen van technische issues op het platform.
- Verbeteren van monitoring, logging en observability om afwijkingen vroegtijdig te
detecteren.
- Actieve deelname aan agile DevOps‐processen zoals refinements, reviews en continue
verbetering.

Plek in de organisatie
Je werkt binnen het programma Versterken Common Ground, in het Common Ground Platform
Oplossingsteam. Je werkt nauw samen met collega‐engineers, de solution architect en het team dat
verantwoordelijk is voor de core‐infrastructuur van het platform. Je rapporteert aan de teamleider
en onderhoudt actief contact met platformgebruikers, productteams, leveranciers en andere interne
en externe ketenpartners. Je vertegenwoordigt het platform richting de organisatie en zorgt voor
goede samenwerking en afstemming.

Professionele Kennis en Werkervaring
- Aantoonbaar HBO of WO werk‐ en denkniveau, bij voorkeur in een technische of
informatica‐gerelateerde richting.
- Minimaal 2 jaar ervaring met Linux en technisch werken in een platform‐ of cloudomgeving.
- Ervaring met het configureren en beheren van Helm charts, Kubernetes‐objecten en
YAML‐configuraties (of bereid dit snel te leren).
- Ervaring met DevOps‐werkwijzen en CI/CD‐pijplijnen voor containerized oplossingen.
- Basiservaring met scripting (Bash, Python, PowerShell of JavaScript).
- Zelfstandig, proactief en communicatief sterk, met goede afstemming richting collega’s en
stakeholders.
- Flexibel en adaptief in een dynamische omgeving.
- Teamgericht en transparant, met focus op samenwerking binnen het agile team en met
platformgebruikers.

Working conditions: This job role offers a balanced split between operational (run) and project (build) work, with a distribution of 75% operational and 25% project-related tasks. To minimize the impact on business operations, some changes may be scheduled outside of regular business hours.
